The management of Tsybulka-Bel coordinated with Belarussian state authorities to deploy inmates – including in particular Belarussian political prisoners – as forced laborers at Tsybulka-Bel for fieldwork under inhumane conditions, including the withholding of food and water during extensive work shifts, wholly insufficient protection against extreme weather conditions and arbitrary punishment against prisoners requesting exemptions due to illnesses.
